Assistant for Officer Procurement Course

1.  Tasks

    a. National Training Team

        (1) Assume overall cognizance for coordination and conduct of the course.

        (2) Receive all attendee names and required student data for each student from each region.

        (3) Provide instructors, facilitator kits as needed, and participant kits for each student.

        (4) Coordinate NCC billeting arrangements for all students, instructors, and visitors.

        (5) Solicit and confirm guest instructors and speakers (MCRC HQ and outside agency) to help conduct the course.

        (6) Provide training and evaluation for each MCRC provided instructor prior to the course convening date. The evaluation period will be sufficient enough to evaluate each instructor’s ability to use a facilitator’s guide, gauge course content knowledge, and train and develop an instructor who may need remediation.

        (7) Create an after action report for the AC/S G-3 NLT seven calendar days from end of course.

    b. Commanding Generals, Eastern and Western Recruiting Regions

        (1) Ensure all AOPs, AAOPs, AOPCs, AOPTCs, HRAs and District Medical Liaisons who have not attended AOPC are submitted and enrolled for this course.

        (2) Ensure all attendee names and required student data for each student are submitted to course head NLT 30 calendar days before class convene date.

        (3) Ensure each attendee has a copy of this Playbook, all required material, and is prepared for the course.

        (4) Ensure appropriate travel authorization and vouchers are created and submitted.

        (5) Ensure each District Training Team Officer/Chief contacts their respective attendees to provide additional guidance not covered in this Playbook.

        (6) Confirm attendee and student attendance with course head NLT ten calendar days prior to course convene date.

    c. Commanding Officers, Recruiting Districts

        (1) Ensure all attendee names and required student data is submitted via appropriate region training team portal.

        (2) Ensure each attendee has a copy of this Playbook, all required material, and is prepared for the course.

        (3) Ensure appropriate travel authorization and vouchers are created and submitted.

        (4) Ensure District Training Team Officer/Chief contacts their respective attendees to provide additional guidance not covered in this Playbook.

    d. Student

        (1) Download DODI 6130.03 (Medical Standards for Appointment, Enlistment, or Induction into the Military Services), Volumes II, III, V and the Officer Commissioning Manual (OCM) from the MCRC G3 Training Team SharePoint Site.

        (2) Bring a government issued computer with the following reference material for use throughout the course (electronic format is acceptable):

            (a) Automated Commissioning Package (ACP).

            (b) T&R Manual.

            (c) The previous monthly Priority Prospect Card Report.

            (d) Documents from an OST of your choosing: OSS market analysis, quality indicators, Mission Year (MY) number of visits, prospecting planning matrix, and objective sheet. All documents are located in the MCRISS OSS, Mission Planner Module.

            (e) The last three trip reports conducted.

            (f) The last Systematic Recruiting Inspection conducted.

            (g) Financial Assistance Program (FAP) MCRCO 7220.1A.

            (h) Marine Corps Tuition Assistance Program (MCTAP) MCO 1560.33.

        (3) Ensure you have an active MCRISS account (MCRISS OS and OSS) with permissions and access to the MCRISS Web Query Tool and Microsoft Power PI.

        (4) Ensure your AdPortal account is active.

        (5) Ensure appropriate travel authorization and vouchers are created and submitted.

        (6) Contact your respective region/district training team for any additional guidance not covered in this Playbook.

2.  Coordinating Instructions, Administration and Logistics.

    a. The attendee’s parent command is responsible for funding all travel and lodging.
