Ensign Sean Barner is presented with the Navy and Marine Corps medal by Capt. Steve Kirby, commanding officer of the NROTC Atlanta Consortium, June 14, in the O’Keefe Building’s Joint Forces auditorium on the campus of Georgia Institute of Technology (Georgia Tech). The Navy and Marine Corps medal is the highest non-combat honor that can be bestowed on a Sailor or Marine. Officer selection officers and recruiters will soon use the cameras on their government issued smart phones and BlackBerrys after a new change in policy by Marine Corps Recruiting Command. The policy change, which will only effect MCRC, will allow recruiters and OSOs to take pictures of an applicant’s tattoos and physical appearance and forward them to their government e-mail or approved Gmail accounts. To honor the Marine Corps’ first African-American officer, Marine Corps Recruiting Command offers the Frederick C. Branch Leadership Scholarship to students attending any one of 17 participating historically black colleges and universities.
