Colonel James B. Conway
Commanding Officer, 12th Marine Corps District

           Colonel Conway was born in Oceanside, California. He graduated with a Bachelor of Science Degree from East Carolina University and was commissioned as a Second Lieutenant on 15 December 1995. After graduating from The Basic School and Infantry Officer Course, he reported to 1st Battalion, 5th Marines in Camp Pendleton, California.  As a member of 1/5, he completed two deployments with the 31st Marine Expeditionary Unit and served as a rifle platoon commander, weapons platoon commander, company executive officer, assistant operations officer, and Headquarters & Service Company Commander.  

         In January 2000, Captain Conway began a tour at Marine Corps Systems Command in Quantico, Virginia as the Heavy Anti-Armor Weapons System Project Officer.  During this tour, he earned a Master of Science Degree in Management from the Florida Institute of Technology. In August 2002, he attended Expeditionary Warfare School and graduated the following May. 

            Captain Conway reported to 2nd Battalion, 2nd Marines in Camp Lejeune, North Carolina in June 2003 and assumed command of Company G. Following a deployment to Iraq in support of Operation IRAQI FREEDOM II, he assumed command of Weapons Company. As the Weapons Company Commander, he deployed for a second tour in support of Operation IRAQI FREEDOM III.

           In June 2006, Major Conway assumed command of Recruiting Station Portsmouth, New Hampshire. Following his tour on recruiting duty, Major Conway attended Marine Corps Command and Staff College for school year 2009-2010 and graduated with a Master’s Degree in Military Studies.

       Major Conway reported for duty as the executive officer for 3d Battalion, 2d Marines in June 2010. He deployed with the battalion to northern Helmand Province, Afghanistan in support of Operation ENDURING FREEDOM. Upon return from deployment, Major Conway was assigned duties as the 2d Marine Division, G-3 Training Officer. 

    In July 2012, Lieutenant Colonel Conway was assigned duties as 3d Marine Regiment Future Operations Officer in Marine Corps Base Hawaii – Kaneohe Bay.  On 5 February 2013, he assumed command of 2d Battalion, 3d Marines. He deployed with the battalion in support of the Unit Deployment Program to Camp Schwab, Okinawa and led a three month bi-lateral exercise on the Korean Peninsula.

      Following battalion command, Lieutenant Colonel Conway attended the US Army War College in Carlisle, Pennsylvania and graduated with a Master’s Degree in Strategic Studies. In July 2015, he began a joint tour with NATO at Supreme Headquarters Allied Powers Europe in Mons, Belgium. During this period, he served as a strategic planner for the defense plans of Europe and as an operations officer in the Crisis Operations and Management Center. 

       Prior to assuming command of 12th Marine Corps District, Colonel Conway’s most recent tour was Assistant Chief of Staff for Recruiting, Eastern Recruiting Region from July 2018 to June 2019. Colonel Conway assumed command of 12th Marine Corps District in June 2019.
